El Portal Undercrossing Construction Started Mid- December 2020
El Portal Undercrossing construction is officially underway! The El Portal Undercrossing project will construct a safe and legal crossing for pedestrians and bicyclists near El Portal Street. The construction contractor is on site and preparing the area for active construction by fencing the project area, and setting up construction trailers and staging areas. The crews are starting to prepare for the next big project milestone, an Absolute Work Window in February 2021, where a rail closure will be in place and overnight and weekend work is anticipated.
Leucadia Streetscape Phase 1 Construction Starts Mid- January 2021
The Leucadia Streetscape Project is starting Phase 1 construction mid-January 2021. The contractor is on site doing preliminary work to prepare for active construction. Phase 1 roadway work will take place between Marcheta Street and Basil Street on North Coast Highway 101. There will be additional work outside of the primary boundaries for the installation of new storm drains between A Street and Basil Street and construction of intermittent parking pods on the east side of Highway 101 up to Jupiter Street.

Team members from both projects are scheduled to present at the Encinitas City Council meeting on Wednesday, Jan. 27, at 6 p.m. Agenda and staff report will be posted in advance of the meeting and the meeting will be streamed live.

Construction Map and Graphics
The Leucadia Streetscape project team is still in the process of finalizing the construction schedule. The project team has developed a DRAFT map outlining the construction activities based on the preliminary schedule. Please keep in mind that all dates are ESTIMATED TIMEFRAMES ONLY AND SUBJECT TO CHANGE.

The Leucadia 101 Main Street (L101) is dedicated to the preservation and revitalization of Leucadia’s N. Coast Hwy 101 Corridor. The N. Coast Hwy 101 Streetscape project is the perfect intersection of high quality historic preservation and revitalization. Our organization aims to create a special atmosphere where residents and visitors can enjoy our beautiful town. We aim to keep our district relevant and viable and encourage a unique mix of businesses to serve our residents and visitors. Live music, art, special events, vibrant restaurants, retails shops and community engagement are all encouraged and will be supported by the N. Coast Hwy 101 Streetscape Project. The top priority for L101 in the streetscape planning process has been to preserve and restore Leucadia’s iconic tree canopy. The emphasis on our tree canopy is driving force behind the project.
The project calls for the planting of close to 1,000 new trees with the preservation of 92.5% of the existing tree canopy for a total of 1,113 trees along the corridor. Due to the momentum of the streetscape effort 101 trees were planted in the northernmost part of Hwy 101 in Leucadia in December of 2011. This is just a teaser of what is to come!
Our vision, one which we share with the original drafters of the Leucadia Specific Plan, is to create an environment that encourages community engagement, offers space for community gathering, sidewalk dining, the display of retail goods, outside public seating and the showcasing of public art. The N. Coast Hwy 101 Streetscape will create the needed venue for public gathering space in Leucadia. We believe these pedestrian oriented activities should be available at night, as well as during the daylight hours. Nighttime use will require the installation of street lighting that offer pedestrians safety and security. These streetlamps will have a unique and vintage feels contributing to the character of Leucadia.
With a reduced design speed of 25 to 30 miles an hour, the installation of the roundabouts and narrowing traffic drive lanes to 10 feet, cut through traffic and dangerous speeding will be eliminated. Traffic calming will enhance the pedestrian experience. There will also be Hawk Pedestrian Signalized crossings along the Highway 101 Corridor to connect walkers and cyclists safely from the East side of Hwy 101 to the business district on West. The east side of Hwy 101 will be landscaped with native and will provide a natural walking path along our railroad corridor. While rail corridor crossings are handled by a separate agency from the City of Encinitas the Leucadia 101 Main Street is very concerned with how residents on the East side of the tracks cross safely to the West. East/West connectivity is very important to our organization and we are constantly advocating for the most feasible and realistic way to get residents across the train tracks.
Because our Highway 101 corridor is one of the most heavily traveled bicycle routes in the United States, the project has an objective of creating wide, well marked, bike lanes in order to support bicycle riding for all ability levels. The project consultants, through the use of drive lane narrowing and diagonal parking, have offered a plan that will increase the existing parking by nearly 25%.
An emphasis on art is one of the central themes of the N. Coast Hwy 101 Streetscape. Leucadia has always been known for the richness of its local community of artists. We believe that our streets should support and encourage our local artistic community. For this exact reason there will be art nodes installed throughout the N. Coast Hwy 101 corridor that will feature public art, community seating and will provide a space to gather. The roundabouts will also offer new space for public art and native landscaping. The Leucadia streetscape improvements will be for the benefit of all of Encinitas. Therefore a full public input process has been facilitated and is continually encouraged. We believe that it is crucial that the streetscape plan incorporates a full and inclusive public input planning process. There have been multiple public workshops to gain input from the community from 2008-2010. The City of Encinitas Planning department has attended dozens of public community events to offer a space for discussion and information regarding the N. Coast Hwy 101 Streetscape and there have over 15 City Council Meetings where members of the public could attend and give their input regarding the project.
L101 has fostered full community involvement by working in cooperation with other Leucadia community groups, such as the Leucadia town Council, The Downtown Encinitas Main Street Association, and the Seacoast Coast Preservation Association, to urge their respective members to participate in the streetscape workshops. L101 has also worked in partnership with City staff to make presentations to various Encinitas community organizations concerning the streetscape project.
